tv timeouts

so, i was going to write something abuot south park, but i'll leave that to another time. i'm watching the ucla-memphis game, and they had a tv timeout. i never knew when they chose the time to call the time out. i had no idea how it worked. i'm sure there are many out there who feel the same way.
